Yes -- other libraries, apps, etc. require certain utilities or versions
thereof, so why not Allegro? And given the ease of installing DJGPP
packages (a simple unzip -d to the correct directory; no compilation), I
don't see why anybody should have a problem with this.

Of course, if we do make this a requirement, it needs to be added to
readme.dj, along with a direct link to the latest file.
