[AD] Merge JPEG-Like Codec?

I was wondering if anyone would be interested in throwing my JPEG-Like
codec into the Allegro distribution?  It's pretty much a single .C file
with two visible functions and a global variable (which we could
rename).  It's a 12kb .C file too...

I think it's a matter of changing the "quality" variable (in pic.c) to
something like jpg_quality, add a register_file_type, than just add the
file to the makefiles...
