I see.
Yes, some of the values are meaningless when the number of points
(NP) is zero. The chronyd<->chronyc protocol doesn't have a way to
indicate that. Something always needs to be there and it's zero.
chronyc could be smarter and print nothing or "-" when NP is zero, but
if it started doing that now, I suspect many existing scripts parsing
the data would fail and users would not be happy with that.
