an NTP server which has been never used by chrony... yopu can see this cas just after a stop and start like:

guest@guest:~
$ sudo service chrony stop ; sudo service chrony start
Stopping time daemon: chronyd.
Starting time daemon: chronyd.
guest@guest:~
$ chronyc sourcestats
Name/IP Address            NP  NR  Span  Frequency  Freq Skew  Offset  Std Dev
==============================================================================
185-10-255-61.Worldline.>   0   0     0     +0.000   2000.000     +0ns  4000ms

If a NTP server is not (yet) used, you must not have an offset.

Let "+0ns" or any other value on this case is totally fake ! You can not have 
a result for a thing which has been never used ^^ 

You must have a real value or nothing !
