Thanks for the clarification! Re-reading the man page, I now realize that the phrasing "[t]his directive enables rate limiting" indeed implies that it is disabled when this directive is not set (regardless of further directive options).

I also found that the "noclientlog" directive did not directly match the desire to "disable" (unnecessarily, as I now know) the rate limiting. But as I anyhow use the functionality of the "noclientlog" directive on my pool servers for performance reasons, I didn't mind too much that it wasn't a "clean" solution to disabling the rate limiting. But still happy to see the latter is taken care of in a more dedicated fashion already.

Rate limiting is disabled by default. The default settings mentioned
in the man page apply when "ratelimit" is added to the config without
any options.
