What RTC driver is your machine using? Maybe it doesn't support interrupts.
It's a DS1307. Just read a bit online. Would software interrupts work as specified in the FAQ?

No, that could cause only a local/UTC mismatch.

What RTC driver is your machine using? Maybe it doesn't support
interrupts.
