Maybe you should look at how more recent versions of chrony and the packaging
by distributors handle this issue.
Instead of incorporating the definition of sources into one large chrony.conf that also
has all other config, the config is now (like that of so many other services) split up
into more files, where directives "confdir" and "sourcedir" are used in the main config
file to include one or more files in those directories into the config.
That way you can write files that only have "server" or "pool" lines and that are trivial
to check, and it is also much simpler to use server addresses that are returned from DHCP.
