PTP clocks track time in TAI, so when using one as a 'refclock' one can
set the offset to match UTC. However 'hwtimestamp' does not have any
such option, as far as I can see it.

Does it mean that the PTP clock would be set to UTC time when running
with 'hwtimestamp' in crony? Would one run PTP with the offset of zero
then?
