That :4460 is ntpsec's syntax. It doesn't work in chrony. It would try
to resolve the whole string as a hostname, which won't work. 4460 is
the default NTS-KE port, it doesn't need to be specified. (There is
the ntsport option if you needed to specify a non-standard port.)
