Port 123 is in UDP. So is port 323.

Here's what happens when I run tcpdump and run a command on chronyc:
root@chausie:/var/log# tcpdump -i lo

08:29:48.996999 IP localhost.47202 > localhost.323: UDP, length 36

Do you have the port blocked?
