client: add -E option to print values in exponential notation
With very stable clocks some values like the skew can be so small that
chronyc prints them as zero, even in the CSV mode.
Add -E option to print most floating-point values in exponential
notation using the printf() %e conversion and keep seconds in seconds
(no s/ms/us/ns suffix). Adjust the precision to not break formatting of
reports in the normal mode. In the CSV mode, use precision of 7 to match
the resolution of the float type used in the cmdmon protocol.
