I pulled the latest version from the GIT repo...and the chrony now successfully compiles on RHEL 6.9.

It seems there are two separate issues. Both are related to the old libcap version (2.16). I've pushed to the git a fix and workaround to address both.. Please let me know if that doesn't work.
