The second prerelease for chrony-4.0 is now available.

The NTS support was fixed, improved and updated to the latest
specification. It includes an incompatible change in the key
establishment (all servers and clients need to be updated in order
to interoperate). At least one more prerelease is expected before
final chrony-4.0.
