[chrony-announce] chrony-2.1.1 released

chrony-2.1.1 is now available. It fixes a bug which prevented chronyd
from stepping the clock by negative integer number of seconds on
Linux. This is very unlikely to happen in normal operation, but offset
of exactly -1 second is applied to the clock when the new leapsecmode
option is set to step and a leap second is inserted.
